Konstantin Kondrashov 8c808c2d9a bootloader: Fix issue - bs->app_count is zero but ota_data have valid entry 
If we have the partition table without any ota_apps but in ota_data have
valide entry, in this case we get an error(hang). This commit fix this
case. If bs->app_count is zero when selecting the factory app.

Bootloader Support Component
============================

Overview
--------

"Bootloader support" contains APIs which are used by the bootloader but are also needed for the main app.

Code in this component needs to be aware of being executed in a bootloader environment (no RTOS available, BOOTLOADER_BUILD macro set) or in an esp-idf app environment (RTOS running, need locking support.)
