7009d7bcfe Update toolchain to esp-2020r3 
Fixup more for PSRAM issue;
    Allow GDB work correctly with Privileged Registers;
    Based on GCC 8.4.0;
    Update a fix of C++ exception crashs from the GCC mainline;
    Fixup strptime_l() and some locale in libc;

6182c172bf Update toolchain to esp-2020r2 
Fixes PSRAM issues, volatile loads with -O2, std::locale, C++ exception crashs, FDE sorting switchable;

Includes a 64-bit toolchain for Windows (win64);

4c8c88af22 windows_install_prerequisites: Fix bug if IDF_PATH is not set 
if IDF_PATH is empty, [ -n ] test passes needs to be [ -n "" ]

Accidental regression in 7c8d5d2782 - escape
character didn't move with PATH.

f853f94335 Use IDF_PATH instead of SDK_PATH for the environment variable pointing to esp-idf 
This will require a matching change in all projects using ESP-IDF.
