David Cermak 2c0bd88786 ci: public header check: add test for sdkconfig values 
if the CONFIG_XXX macros used then sdkconfig.h should be included.
Also added support for multi-process execution

David Cermak cf9cab4723 ci: public header check: add test whether all headers compile 
script checks cpp guards preprocessing with C and CPP compiler and
compares outputs. As a part of this check also a test whether all header
files compile is performed.
