Anton Maklakov aa25b169f7 Update toolchain to esp-2020r2 
Fixes PSRAM issues, volatile loads with -O2, std::locale, C++ exception crashs, FDE sorting switchable;

Includes a 64-bit toolchain for Windows (win64);

Anton Maklakov c2db6a14c4 Introduce esp-2019r2 toolchain for both ESP32 and ESP32s2 targets 
Adds support of POSIX libs like regex.h
