component/esp32: adjust some APIs

1. Modify wifi_init_config_t to:
   typedef struct {
      wifi_event_handler_t event_handler;  /**< WiFi event handler */
   } wifi_init_config_t;
2. Modify argument of esp_wifi_set/get_promiscuous from uint8_t/uint8_t* to bool/bool*
